Both public and private sector entities invest in the employees in benefit and compensation plans. Public sector agencies typically have a base compensation package that is offered to any and all company employees, which includes bas pay, retirement, sick, vacation, and holiday pay, and partial or full tuition reimbursement. Private sector entities sometimes offer base pay plus commissions and bonuses as well as fitness programs, paid leave, company parties, company perks, and a mechanism for moving up within the company. Public sector jobs are often seen as more secure than private sector jobs, but private sector often pays better than public sector. Depending on a person’s desires, dreams, hobbies, family demographics, education, employment history, and location, an employee typically knows whether they want to make a career in public or private sector jobs. Depending on the compensation and benefits package, an employee then determines which entity they wish to work at. Compensation and benefits are part of a company’s overall business strategy. Public vs. Private Sector Employment Compensation and Benefits Employers seek to hire the best candidates and most qualified employees. Wild Horse Consultants (WHC) has created ideas to help solve SpayVac-for-Wildlife’s innovation needs and accomplish their goal. More specifically, WHC wants to help SpayVac-for-Wildlife develop a new tagging method. The purpose of this report is to discuss the scope of the solution and provide SpayVac-for-Wildlife with recommendations.WHC has conducted extensive research and an interview pertaining to wild horses. The information we have gathered is from the western region of the United States. Our research showed us that non-native wild horses put a lot of pressure on ecosystems; therefore, government agencies like the Bureau of Land Management (BLM) spend close to $50 million a year managing the wild horse population. WHC contacted John Hall, BLM’s Arizona Wild Horse and Burro State Lead, because the BLM works directly with the wild horse population. During the interview, we asked Hall a series of exploration questions aimed at collecting, injecting, and tagging wild horses. WHC researched several ideas that we got from Hall; however, one idea, microchipping, was clearly the most efficient and cost-effective solution to the tagging part of the process.After wild horses are injected with SpayVac, SpayVac-for-Wildlife needs a way to track the progress and efficacy of their product. Currently, the method used to tag wild horses is freeze branding. Hall stated, the BLM is currently trying to switch from freeze branding to the use of microchips. After WHC received this information, we conducted more research on microchips and created prototypes of what this new tagging method could look like. We looked at competitors, like the Equine Chip from MircochipID Systems, and created new ideas for SpayVac-for-Wildlife. Conducting field research was not within the scope of this project.In conclusion, WHC has researched multiple innovations for a new tagging method. The solution we chose is the use of microchips to identify the vaccinated horses. Microchipping is safe, humane, and easy for both the horse and the handler. When the microchips are inserted into the animals, they provide a permanent, alter-proof identification solution. WHC will deliver research and stakeholder-supported prototypes for the tagging of wild horses. Our goal is to do so safely, effectively, and economically.Based on our research, recommendations for implementing a new tagging method are (1) use a prefilled syringe to insert the chip into the muscle tissue of the wild horse, (2) package the prefilled syringe with the SpayVac-for-Wildlife logo, the “Wild Horse ID Number”, and product information, (3) develop a SpayVac App for handlers to use, (4) each microchip will have its own unique identification number that is recorded and maintained in the SpayVac App, (5) the addition of GPS-enabled microchips will allow for easier tracking and identification of horses that need to be revaccinated in the future, (6) the SpayVac App will display a map tracking each horse and provide SpayVac-for-Wildlife with status reports.
