Political science: NATO’s response to the crisis in the Ukraine

Political science: NATO’s response to the crisis in the Ukraine.

• Basic content: introduction, review of the literature, presentation of the case, analysis of case dynamics and political outcome, policy recommendations, conclusion

• Case analysis:

Consider discussing analytical issues relevant to international organizations, such as principal/agent dynamics, mission creep, compliance and enforcement of decisions taken, power dynamics, legitimization issues, norm life cycle, organization pathologies (or others that you judge to be most relevant to the case at hand), as well as the political outcome of the case under study Additional guidance • What is a literature review? A literature review essentially frames the debate at hand and helps us understand who is shaping the debate, what our state of knowledge is about the topic, and what gaps in our knowledge are left to fill. In this section of your paper, you should be generating a “dialogue” among scholars in your chosen field (e.g., peacekeeping, development, financial crises, etc.). Think about covering articles from 3-5 scholars, who effectively sum up the major issues at hand, develop a critical review of their work, and then explain how your research will further the dialogue. The following brief guide to writing a literature review may prove helpful: http://isites.harvard.edu/fs/docs/icb.topic1038752.files/Doing_a_Literature_Review.pdf • What is a political outcome? You should rely on your own analytical insights to write this section of your paper, as most political outcomes suffer from “problems of attribution” (meaning: there are no right or wrong answers to this section of your paper, only good/bad arguments). Examples: Did we not intervene in Rwanda to prevent the genocide because of the “failed” missions in Bosnia and Somalia? Did the current weighted voting shares characterizing World Bank governance cause China to initiate plans to create the Asia Infrastructure and Investment Bank (AIIB)? Did the way in which the 2008 financial crisis was handled provide the basis for a new ad-hoc governance group, G-20, to be formed, and if, so, what has the new grouping of nations been able to accomplish? Did the expansion of NATO cause the 2008 incursion into Georgia and/or the current crisis in the Ukraine?

• What are policy recommendations? How might you revise the mission/decision/governance structure under consideration, or not and why? Examples: Would you alter voting structures at the World Bank? Would you have intervened in Syria, without UNSC approval? Should developing countries be subjected to environmental and labor standards and enforced by the WTO? Should the UNSC veto structure be revised or disbanded? How should the norm of R2P further evolve? Which governance structures are most likely to accomplish this task? How should the Internet be governed?

Case Study 2 – Jessica

Jessica was born in Senegal. She was adopted by the Millers, a Caucasian middle-class couple, and joined their family of two girls. Jessica is seven years old, and the youngest in the family. Before coming to the Millers, Jessica lived with two foster families. The first Senegalese foster-mother passed away suddenly, and the second became terminally ill, and was unable to care for Jessica. Fortunately for Jessica, the Millers wanted another child in their home. At the pre-adoption interview, Jessica had been described as quiet, soft-spoken, and a little shy. She tended to stutter, and this had been attributed to occasional nervousness or when she had difficulty explaining herself, which was accepted as being due to language issues with her native language and English. The Millers had assumed that Jessica would take some time to adjust, but would be fine in the loving home they would provide for her.

Jessica has been with the family for two years. This is her first year in school. Over the last six months, the teacher Ms. Belcher, has noticed that Jessica is more withdrawn socially, and that what was perceived to be quietness is now becoming reluctance – she communicates only on her terms, according to her teacher. She tends to sit alone and watch the other children play, when invited to play she would seem disinterested and then make her way slowly to the group. The teacher noted also that Jessica would seem disinterested when her classmates brought toys to school. A stash of small toys and leggo blocks were found behind a book in her cubby hole. When asked where she got them she said Tyler must have put them there. When the teacher reminded her that he could not have because he is in a wheelchair, Jessica shrugged and said, ‘Well, I dunno’. Her teacher also reported that Jessica is unwilling to tackle reading tasks and seems to prefer working on math tasks, working silently and steadily on worksheets. The most puzzling behavior the teacher has encountered are tearful episodes where Jessica cries without provocation and takes a long time to be consoled or comforted.

One day Jessica was found cowering behind the bookshelf where she had wet herself. There were increasing occurrences of her wetting herself.  Jessica was seen by the Guidance Counselor for preliminary evaluation because of the unexplained crying, lying, and stealing. She asked Jessica to draw pictures of anything she wanted. She drew a picture of her family. The drawing showed two couples placed at opposite corners of the page, with a little girl in the middle with big tear drops. The faces of one couple had only eyes and no other facial features; legs, but no arms. The other couple was drawn with big smiles and wide open arms. The drawings were colored in red, black and brown in no orderly manner. She drew another picture of a little girl in a slanted position with eyes closed and flowers in her hands. When asked why the little girl was sleeping, she replied, ‘She’s dead’. Jessica also told the Guidance Counselor she was ‘sad a lot’ and did not know why.

The sitter who picks up Jessica from school described a happy, loving family. She stated that Jessica was quiet, withdrawn at times, takes a long time to respond, stares, but with does not display defiant behavior. The sitter also shared that Jessica was found in the linen closet asleep, when she had awaken her, she discovered that Jessica had wet herself, and that this seemed to have become more frequent in the last two months. She noted too, that Jessica seemed to have lost her appetite. She plays with siblings but mostly stays to herself, often staring through the window. The sitter stated that the most peculiar occurrence she noted was that Jessica had a stash of coins, gold medallion candies, a pear-drop earing, tie pins, and other small shiny objects in her clothing basket. When asked where she got them from, Jessica stared at her blankly and walked away.

Ms. Belcher has reported also that Jessica tends to sulk and pout when not called on. Alternative behavior emerging, was kicking desks, pouting with arms folded across her chest, sometimes pushing a random classmate, glaring threateningly, but without an apology or attempt to help the student. Ms Belcher has noticed that with these behaviors, Jessica seems more defiant and withdrawn.

You have been called in to assist Ms.  Belcher with Jessica’s growing problematic behavior. Create a case profile, noting all necessary facts, behaviors, events, occurrences reported.

1)      Identify the academic, social, emotional and behavioral issues. (Organize this information in a table format).

2)      Is the evaluation session with the Guidance Counselor enough? If not, what else is needed? Describe the information gathering procedures to be followed to help Ms. Belcher and Jessica in this situation. You will need to bear in mind:

a.       the FBA process, as well as

b.       procedural safeguards under IDEA.

3)      Would there be need to include any other service or support for Jessica? What would those be?

4)      Assuming Jessica has undiagnosed Emotional/Behavioral Disorder, what classification would you assign to her behavior? What features can you identify to substantiate your classification?

5)      Choose one behavior for which you would develop an intervention plan. Write an objective for the behavior you have identified.

Do this by interpreting textual evidence and then explaining the ways in which your interpretation(s) of your evidence supports your answer. Show your thinking..

Write a 750-word (about 3 pages) response to each question.

Due: Friday, October 19 by the end of the day (11:59 pm, submit your answers on Blackboard)

Your answers should not be formal essays. You can skip introductions, conclusions, and all “filler.” Your answer should be formatted this way:

• Paragraph 1: ANSWER THE QUESTION (or state your response’s main point)

• Use the rest of your answer paragraphs to explain as precisely as you can how you get to that answer. Do this by interpreting textual evidence and then explaining the ways in which your interpretation(s) of your evidence supports your answer. Show your thinking. The goal is not the “correct” answer; the goal is an analysis that reveals your thinking. Your ability to move through and document your thinking process is key here.

The report should not be more than 8 pages long (not including the title page, bibliography and up to two pages of tables and/or graphs) with word limits of 3000-3500. The report must be word-processed and double-spaced using 12 point font and margins of at least an inch at top/bottom/left/right.

Presentation of your report

Your empirical report should be well organised in terms of clarity and brevity. You may have many different coefficient results and test statistics from your various regression models. But you should decide what information is important and relevant to the issue under investigation and include only the most important and relevant information in the text and report honestly the results that you obtain (even if your results go against your theory).

When reporting summary statistics and estimated results, you should tabulate them in the text and leave the computer print-outs in the appendix if necessary. If you attempt graphical inspection on the data, you should present the graphs in the text.

General guidelines on writing an empirical project

1. Introduction. You should begin this report with an introduction that briefly motivates and describes the issue being studied and summarizes the main empirical findings. The introduction should be written in simple non-technical language, with statistical and economic/financial jargon kept to a minimum. A reader who is not an expert in the field should be able to read and understand the general issues and findings of the report or paper. [For this course this can be very brief, 1 page at most] (15 marks)

2. Literature Review. This should summarize related work that others have done in terms of their methodology and findings. Note that you should cite the sources of information in the text as well as listing the sources in the references. (10 marks)

3. Economic/financial Theory. If your empirical model is derived from a formal theoretical model, then the theory is often described in this section. This section can be more technical than the preceding ones and will typically include some mathematics and economic/financial terminology. In short, you can address this section solely to an audience of experts in your field. (10 marks)

4. Data and methodology. Present your empirical model derived from the previous section(s) in this section. Then you should describe your data and discuss how you use the data to estimate the model and carry out diagnostic checking. It is in this section that you should justify the techniques used in the next section. (10 marks)

5. Empirical Results. Present your results in this section. You should summarise and tabulate the estimates or statistics relevant to the issue under study and leave the computer printouts in the appendix. That is, tables should be used to present results from a more formal statistical analysis, such as coefficient estimates, together with t-statistics (or P-values), R2s and F-statistics for tests. At this stage you should describe your empirical findings and discuss how they relate to the financial, business or economic issue(s) under investigation. It should contain both statistical and contextual information. By “contextual” information we refer to coefficient estimates and what these estimates may imply for economic/financial theory. In contrast, “statistical” information may include: results from hypothesis tests that show how coefficient estimates are significant; an explanation for the preferred model; a discussion of model fit (e.g. the R2 ); etc. [This is the most important part of the project, perhaps 3-4 pages long] 50 marks (10 marks for presentation of results, 10 marks for estimation, 10 marks for hypothesis testing, 20 marks for interpretation and discussion)

6. Conclusion. This should briefly summarize the issues addressed in the paper, specifically, its most important empirical findings. [For this module, this can be brief, probably less than 1 page] 5 marks
