The amateur develops sports skills by socializing (engaging in the sports) with the professional who serves as the mentor. Social relationships established between both parties go beyond a mere physical competitive activity and changes experienced by both parties from their interaction reveal presence of sociology in the activity. Deeper understanding of importance of sports sociology is achieved through exploring social variables that are obvious in sports activities. Apart from examining the mentor/learner relationship created by sports, another important area of this discipline is presence of gender issues in sports. Gender issues are central to sociology as the discipline defines the roles of males and females in different aspects of society. The study of female engagement in a sport or certain sports is an aspect of sports sociology that cannot be overemphasized. The fact that women are less engaged in certain sports is a question that can only be resolved by combining sociology and sports. Sports sociology can also be viewed from a broader perspective through analysis of the impact sports have on the society at large. The contemporary society has developed to respond differently to different sports activities and events. Sports mega-events are best described as significant cultural events that have intense appeal, mass general acceptance and are internationally significant. It is obvious that sporting activities are a tool to transfer promotional messages to billions of individuals. Increasing attraction of the international community to sports activities is notable in the 2014 World Cup hosted in Brazil. The astonishing cult-like following of the World Cup through different social media platforms is evidence of how the world of sport is shifting from a mere collection of physical activities to a social phenomenon. The study of sports sociology exposes characteristics of mega-events (particularly significant effects) and different effects they have on the countries where they are hosted. The impact these events have on the global society proves that sports occur beyond the field; hence, there is certain need to study sports sociology. On balance, it is possible to state that the importance of sports sociology cannot be overestimated. Sociology of sports is a field of study that perceives sports from a social perspective. It is important to develop this study because sports have moved beyond mere physical activities and concerns other social phenomena such as feminism, interpersonal relationship and social media. Functionalist and Conflict Theory in Sports Different sport theorists affect development of sport policies. Particular interest may be drawn to the effect of these theorists’ perspectives on potential outcomes of sports policies. I experienced this first-hand when I was recently appointed to a committee that had been required to develop a set of policy recommendations for changing the organized youth sports programs in my town. There were two other people on the committee. One views sports in terms of functionalist theory and the other in terms of conflict theory. From theoretical perspectives of these committee members, I was already prepared for their varying policies. Effects of Sports Theories on Resulting Theories Functionalist View During analysis of any area of society, a functionalist theorist focuses on the effect of the considered societal aspect on general social stability. Proponents of functionalist approach consider sports to be a religious body that applies ceremony and ritual to strengthen the society’s fundamental values. According to this view, sports will increase the level of socialization shared amongst young individuals into such ideals as patriotism and sportsmanship. The functionalist will also consider that sport helps in maintaining physical health of individuals and serves as a safety net for active and passive participants alike when they ease tension and aggressive verve in a socially tolerable manner. Functionalists will also consider sport as a tool for fostering societal interaction and promoting unity within society. Functionalist policies will focus on ensuring that the policies developed support inclusion of sports into the society. Conflict View Conflict theorists, on the other hand, believe that social order is achievable through exploitation. Conflict theorists argue that sport reflects and, in fact, increases conflicts and deviation within the society. Sport, from conflict theorists’ perspective, is a means whereby big business organizations generate profits at the expense of safety and wellbeing of their employees (sportsmen). According to conflict theorists, sport perpetuates such wrong principle as the idea that success is achievable simply through hard work and failure is attributable to an individual alone. Sports, from the perspective of conflict theorists, are an opiate issue that makes individuals look for a distraction rather than focusing on their actual problems. Conflict theorists will also consider sports as an irrational point of expenditure since scarce resources are used for construction of sports facilities. Also, while Blacks and Latinos are major participants on the field of play, they are rarely involved in sports management or coaching. These views of conflict theorist will make them discredit any policies seeking to promote sports in society. As a member of the committee, I will go with the view of functionalist theorists because I understand the importance of sports in the society. However, it is important to note that both theoretical schools present disadvantages for youth sports. Functionalists will encourage sports engagement amongst youths and this may have negative effects on their performance academically due to excessive participation in sports. Conflict theorists, on the other hand, will totally discourage youths from engaging in sports and this will reduce their social skills, physical health and motivation. I believe sports will have positive effects on youths and a regulated policy should be implemented. Deviance in Sports Deviance in sport occurs when athletes act unethicality to enhance their performance during competitions. One of major acts of deviance in sports is the use of performance enhancing drugs. Many world renowned athletes have been stripped of their titles because they engaged in some form of deviance. Social factors responsible for athletes’ deviance in sport and correcting these factors may considerably reduce the need for athletes to deviate from sporting ethics. Curbing Deviance in Sports In order to effectively curb deviance in sport, it is necessary to understand that there are social factors responsible for athletes’ unethical behaviour. The primary social factor responsible for deviance is athletes’ desperation. Secondary factors are rewards athletes gain from winning. There will be a significant reduction in sport deviance if rewards for athletes’ performance are reduced. Placing big price rewards for athlete’s performance will only increase their yearning to win and drive them towards taking desperate measures. It is also important for regulatory bodies to extend regulation of rewards to athletes’ endorsements. Athletes receive high financial rewards from different business conglomerates as endorsement packages. These companies select the best performing athletes in order to promote perception of excellence amongst their target market. To get such deals, athletes must perform excellently and this may drive them to engage in unethical practices. The conflict theory in sports suggests that promoting sports will drive bigger companies to use athletes at the expense of their health. The act of punishing athletes that engage in deviant activities is a means of curbing conflicts suggested by conflict theorists. However, it is inappropriate to apply only one school of thought in considering rationality of sports development. Therefore, the best method of curbing deviance is the use of conflict theorists’ views to work out ethical codes for a functionalist-based sports community. Conclusion This article focuses on deviance in sports with emphasis on athletes’ use of illegal performance enhancing drugs. Deviance in sports amongst athletes is common and is rooted in their desire to achieve rewards. The best strategy to curb deviance is to use conflict theory approach while developing ethical codes for a functionalist-based sports community. Astro seemed to have a very mature ERM framework put in place, especially that it took into consideration both political and cultural fit. If a company passes the pre-acquisition and discussion phase, the Astro ERM framework gets implemented quickly with the help of the acquired company’s management. Of course, motivation for the acquired company’s management is in the form of performance tied to compensation. That Astro can do this within several months is impressive! Most companies take years to implement ERM.DiscussionsAs with any course I take, how much I retain is directly related to how engaging the material. Were I to take a course where there is zero interaction with anyone, I wouldn’t be as interested. With the initial postings we would create for the discussions, I had to think about the material and apply it in a certain way to answer the questions. I think where I got more out of the discussions was seeing the responses from other students. Quite a few times people had taken a different approach to the questions than I had, or pointed out things I hadn’t thought of during my initial posting. In addition, the direction of making comments toward other posts such as a pro or con made me think about the topic and post even more. This as opposed to just putting “Nice post.” Of the courses I’ve taken at UC, this one required the most interaction with the discussions. I clearly (in my mind) got more out of the course because of it. I even went on to have some interesting discussions with friends (who work in I.T.) about some of the topics we covered in the class. WikiI thought the use of the Wiki made the research for the course more interesting. To me, it seemed to make the research more poignant. It wasn’t terribly complicated and frankly something I would do anyway: read a journal paper, take some notes on why it was important to what I was researching. It was interesting to see what others were doing. Were I to go back and start the course over, I think a Wiki-type assignment every week would have been fun.Example 2: I have completed reading on chapter 35. This chapter discussed how to approach ERM implementation, monitoring, reporting, and how it adds value on making investment decisions. Understanding investment performance dashboards help provide comparison between investment value to investment risk score and profitability of overall risk. This allows investments to have better risk and return management.The discussions this semester was effective by requiring us to read material and case studies on ERM. However, I think it would have been more effective and fun to have open discussions by allowing us to find concepts or use cases of ERM within any sector a person chooses. Allowing the flexibility of choosing with your requirements would be a great combination. I believe the wiki assignments can be incorporated into the discussion’s posts. Overall great course!

The Department of Defense (DoD) is no different in using a standardized framework known as the Defense Acquisition Management System (DAMS) model. The DAMS model is an interdisciplinary approach and process map for program managers in developing Major Defense Acquisition Programs (MDAP) and Major Automated Information Systems (MAIS) strategies. Having worked in the Department of Defense for the past 15 years, I have gained a significant amount of respect for this model, which leverages DoD development and sustainment capabilities of weapon systems, that enhance our nation’s national security posture.As with any corporation, the Department of Defense (DoD) publishes strategic goals and objectives, which charters federal and military agencies toward a three to five year plan. Narrowing our focus to the Information Technology (IT) realm offers a key example using the Space and Naval Warfare Systems Command (SPAWAR), an organization under the Department of Navy (DON). Their 2012 through 2016 strategic plan embodies guiding principles, their mission, and strategic goals. The guiding principles presented correlate directly to the United State Navy ethos and mission as the Fleet is the customer and comes first to deliver valued-added products followed by investing in people, and sponsoring innovation through collaboration, accountability, and transparency. SPAWAR’s mission as the “Navy’s Information Dominance Systems Command is to provide capabilities in the fields of intelligence, surveillance, and reconnaissance; cyber warfare; command and control; information and knowledge management; communication systems; and enabling technologies including meteorology and oceanography. SPAWAR programs and projects cover the full life-cycle from research and development, system-of-systems engineering, test and evaluation, acquisition, installations and in-service support” (SPAWAR, 2012). SPAWAR is a competency-based organization with Program Executive Offices (PEOs) that were established and organized to develop, manage, and maintain systems applicable to a System of Systems (SoS) concept. Employees across the organization rigorously train to learn and effectively use the DAMS process to manage program performance, costs, schedules, and risks. Prior to explaining the DAMS process, each student is introduced to SoS systems to better understand how IT technologies are grouped in today’s global markets.System of Systems (SoS)Thomas, Capshaw, and Franken (2010) define SOS as “an amalgam of individual systems, each of which is designed to perform a specific function” (p. 439). SOS interoperability has caused engineering, IT, and logistics challenges based on hardware configurations and software non-compatibility based on corporate proprietary knowledge associated with the requisition of commercial products and software technologies. Engineers “find it much easier to conduct evaluations of individual systems because the parameters, threats, and variables that are part of the individual system’s tests are not complicated or influenced by other systems” which create supply support and logistics challenges (Thomas, Capshaw, and Franken, 2010, p. 440). Not only are inventories and fill-rates impacted, but multiple systems dispel complex relationships requiring disparate training, where failures are not always prevalent. Only by testing the individual systems versus the interoperability on ships, aircraft, or operations centers with other operational systems, are problems identified such as degraded bandwidth, systems glitches or failures, or failure at the strategic level.Milestone AEach program supported always begins with the Materials Solution Analysis (MSA) and Technology Development (TD) phases under milestone A (MS A), or the pre-systems acquisition phase. Key logistics leaders formally recognized as Product Support Managers (PSM) are a critical part of the program management team and work closely with engineers, finance, contracts, Information Assurance (IA), military stakeholders and other program management personnel to determine the weapon system needs associated to support objectives. Determining a military warfighter need versus the supportability objectives is often the most critical element required to initiate the acquisition process, as there is often great ambiguity and complexity associated with the customer need. Figure two below represents the DAMS framework surrounding weapon system development.The System Acquisition Framework represents an event-based process model followed by a series of milestones with entry and exit decision points authorizing the transition between program phases. The MS A phase normally begins upon the receipt of an Initial Capabilities Document (ICD) received from the military (customer) component describing a particular weapon system need to sustain our national security posture. By conducting an Analysis of Alternatives (AoA) and researching alternative maintenance and sustainment concepts across existing joint-military service weapon systems a determination for a new weapon system or modernization of an existing weapon system emerges.Milestone BThe MS B is a Milestone Decision Authority (MDA) led decision that marks the official beginning of a program. MS B reflects the completion of the Technology Development phase certifying that the program is affordable and can meet the established performance objectives as well as scheduled requirements. The Engineering and Manufacturing Development (EMD) phase focuses on building a system or increment of capability and designing-in critical supportability tenets to ensure material availability and reliability with particular attention to reducing the logistics footprint. Ultimately, the EMD phase efforts lead to the integration of end-item components and subsystems into an operational and supportable system.Milestone CUpon fully developing a system that satisfies an operational capability, the next phase is the Production and Deployment, during which the system is piloted to an end-user. Logistics and supply activities include managing the product baseline, risk assessments, the Life Cycle Sustainment Plan (LCSP) and other product elements that feed the supportability and health of the program throughout the life cycle. Lastly, the Operations and Support Phase objectives are to execute and support the program fully in meeting performance requirements, which includes sustaining the system in the most cost-effective manner over the total life cycle.Total Life Cycle Systems ManagementA plethora of information follows a system throughout the entire lifecycle from conception until disposal. Throughout each phase of the DAMS process DoD acquisition managers conduct thorough analyses, System Engineering Technical Reviews (SETR) events along with entrance and exit criteria (finalized system products) supporting each milestone, but also feeding back to the organizational strategy. Strategic factors related to logistics and supply managers include measuring the design commonality versus unique materials based on cost factors, demand, and availability burdens. System intricacies also lead to additional maintenance schedule complexities at the organization, intermediate, and Original Equipment Manufacturer (OEM) to include higher cost burdens. Measuring each aspect falls in line with the system support plan.
