In the United States, the Juvenile Justice is stated under the process of criminalization of people prior to adulthood (Figueroa, 2015). The policy gave a provision that a juvenile who commits a crime is bound to be charged under the law and be sent to correctional facilities. The policy put into considerations crimes such as murder, drug dealing, aggravated assaults and profound crimes such as theft and battery. To be general, the policy only differentiated the juveniles from the adults just through their age rather than committed crimes (Jones, 2015). Under the law, juveniles were bound to be incarcerated as much as their adult counterparts were.
In 2015, the Senate passed a bill that offered criminal reforms (Figueroa, 2015). The bill sought to reduce solitary confinement use for juveniles (Figueroa, 2015). It also provided that non-violent drug offenders receive a reduction in their mandatory sentences while at the same time allowing prisoners to benefit from time off earnings(Jones, 2015). The bill was harsh on terrorism and domestic abuse crimes as it raised their mandatory minimum sentences.
Factors Influencing Policy Change
Reduced incarceration terms
Many juveniles are sent to prison before they finish their schools. Their education is cut short and there is no way of catching up on that while in prison. On the other hand, the juveniles are cut off from the basic life phases teenagers go through when they are sent to jail. As such, a big phase of life they were supposed to go through is lost (Hoban, 2017). As such, the reform was meant to ensure that the time they spent in prison was down to minimal. Again, it was paramount that most juveniles who are sent into correctional facilities lacked connection to the outside world while they served their terms. Therefore there was a need to reduce their terms and look into improving their criminal behaviors.

As many juveniles are very young when they are sent to prisons or correctional facilities, they lack the capability to cope and adapt to the system. The situation is worse when they are placed under isolation (Jones, 2015). Generally, their minds can handle certain amounts of pressure and isolation made them develop physiological disorders such as detachments, low emotional response quotients, and posttraumatic stress disorders. The problems were profound and harmful to the juveniles hence the need to give them more exposure to fellow inmates to develop socially (Hoban, 2017).
The need to reduce crimes
Many juveniles, especially those who are put into isolation in the correctional systems, show high levels of criminal tendencies (Hoban, 2017). This is brought about by the fact that they spend significant amounts of their life under confined places where they have no chance to associate with other people. On the other hand, the juveniles are unable to continue their education when they come out of prison which leaves them with few options for making money. As such, they tend to indulge in criminal activities as a means to make ends meet as the society generally shuns them by judging them from their criminal records.
Many people in the country feel that there are many juveniles in the correctional facilities. As such, they see the need to push the criminal justice to check and change their policies and come up with shorter terms (Jones, 2015). Again, there has been a growing concern that black and Latino youth are more prone to criminalization than their white counterparts. The communities want the justice system to be changed to stop that level of biasness.
There is the fact that many people in the prison system should not be there. The juvenile department of correction in the prison system can benefit from that (Jones, 2015). Many juveniles confined there can benefit from the help of intensive rehabilitation alternatives. These institutions can change behaviors without necessarily the need for incarceration.
Society re-entry reforms
People who get out of prisons face a challenge especially when they try to fit back into the society. Their criminal records mean that they cannot readily get a job, and neither can they be fully trusted. There is a growing concern from former convicts who feel that the system is doing more damage than harm especially for juveniles who want to pursue their education further. There is always a long way to go for persons who are coming out of the prison system as they face the same environment on the outside walls (Tolan, 2015). Even though they have a free will, the society provides equally harsh environments as the prison did as they can’t be readily accepted. Therefore, there is a need to consider such situations and come up with solutions which help prisoners fit into the community. They include an increase in the number of visits by family and friends, and an increased in the number of telephone calls they make.
Importance of Policy Reformation
The reduction of juvenile incarceration terms will give them a chance to get back into the society in time (Tolan, 2015). The chance will allow them to integrate back into the education system allowing them to pursue their education further or finish from where they left. Also, it gives the young individuals a chance to go through all phases of life and allow them a chance to develop into responsible people. Otherwise, they will be bound to lead miserable lives as the best part of their lives had been wasted in prison (Harris, 2018). As long isolations in the prisons lead to desolation, juveniles who come out in time have the chance to adapt and learn how to live with their communities once more. It ensures that they do not develop negative approaches which may affect how they relate to other people.
The way prisoners come to appreciate the outside world depends fully on how they spend their time behind bars. Isolation can lead to violent behaviors from denial which can lead to former convicts repeating crimes again. Term reduction also makes sure that a person still has a chance to get back to the society and lead a healthy life (Jones, 2015).
Societal pressure is making the judicial department to rethink its ways. It is important as it gives prisoners who have committed less serious crimes a chance towards redemption. The increased concern of overpopulation in prisons and rehabilitation centers are making people raise concerns on why the government wouldn’t necessarily find alternative ways of making the judicial system work (Hoban, 2017). The money spent to deal with prisoners can be utilized in other key areas such as creating projects for the juveniles and training them to lead a meaningful life (Harris, 2018). As such, it is important for the society to remind the system just how much it is over-reliant on prison systems that it forgets about other related rehabilitation programs.

Quantitative or Qualitative Research Reporting MDQ STEP THREE: BUILDING THE DECISION
The purpose of this week’s brainstorming discussions is to address the type of information HH needs to gather in coming up with creative alternatives to use in the MDQ decision making model. Useful information involves researching anything that the decision maker needs to know that might influence the decision making process. This includes experience from past or future situations as well as factual information. Even though the decision maker has no control over future events, information needs to be gathered to anticipate outcomes, consequences or actions when acting on HH’s alternatives.
In Building the Decision, the decision maker will create FOUR viable alternatives. The case study mentions several obvious alternatives, such as: partnering with the investors or increasing E-commerce sales. However, NONE of these alternatives is strong enough on its own to meet all the objectives HH would like from the decision. Harry must look for ways to combine them with other possibilities to make stronger alternatives.
The expectation is to create alternatives that are creative, demonstrate critical thinking, use additional research, and meet as many of the objectives as possible. REMEMBER THAT THE ALTERNATIVES MUST SATISFY AS MANY OBJECTIVES AS POSSIBLE.
