Reliability, availability, and maintainability (RAM) is basically defined the same whether it is civilian or military, the purpose is to acquire a quality product that last for a long period time. “Reliability is the probability that an engineering system will perform its intended function satisfactorily, from the viewpoint of the customer, for its intended life under specified environmental and operating conditions. Maintainability is the probability that maintenance of the system will retain the system in, or restore it to, a specified condition within a given time. Availability is the probability that the system is operating satisfactorily at any time, and it depends on the reliability and the maintainability” (“Reliability, availability, and maintainability,” n.d.). The Department of Defense (DOD) defines RAM as “acquiring quality systems that satisfy the users need with measurable improvements to mission capability and operational support in a timely manner, and at a fair and reasonable price” (DOD Guide for Achieving Reliability, Availability, and Maintainability, 2005, p. 1-1). RAM is an essential element of operation and mission capabilities. The DOD puts a greater emphasis on reliability and expects to get a reliable and maintainable product that is of high quality and readily available to the user. Reliability is the foundation for the other RAM system characteristics of availability and maintainability. The first time it was utilized was in the early days of NASA when Robert Lusser, working with rocketry program, developed Lusser’s Law which states, “that reliability of any system is equal to the product of the reliability of is components, which equates to the weakest link concept” (“Reliability, Availability, and Maintainability,” 2017). It is the probability of a system, part, or item to preform under certain conditions for the required period without failure. The DOD divides reliability into mission reliability and logistics reliability. Mission reliability has three variants, fully mission capable, partial mission capable and failure and logistics reliability deals with all failures. The DOD measures reliability as how well an item will function properly in its normal operating environment. Some systems can be repaired in that case the rate of recurrence is important. Some system parts are to be replaced if they fail in that case the components lifetime is important. Reliability is how well a system preforms the mission during all conditions and environments. Such conditions are but not limited to temperature, season of the year, operating time, acoustic environment and geographical location. If a system is maintained consistently out of is design specifics it will lead to reliability problems. “Availability is defined as the probability that the system is operating properly when it is requested for use. In other words, availability is the probability that a system is not failed or undergoing a repair action when it needs to be used. At first glance, it might seem that if a system has a high availability then it should also have a high reliability” (Publishing, n.d.). DOD defines “availability is a measure of the degree to which an item is in an operable state and can be committed at the start of a mission when the mission is called for at an unknown (random) point in time. Availability as measured by the user is a function of how often failures occur and corrective maintenance is required, how often preventative maintenance is performed, how quickly indicated failures can be isolated and repaired, how quickly preventive maintenance tasks can be performed, and how long logistics support delays contribute to down time” (DOD Guide for Achieving Reliability, Availability, and Maintainability, 2005, p. 1-1). If a system is constantly reliable than its availability increases. Availability is the how capable is the equipment of conducting the required functions when needed. There are 4 different classifications of availabilities depending on the type of downtimes, they are point, average up time, steady state and operational. Point availability is when a system will be operational at different times. Mean is the time during a certain time that the system is available. Steady state of a system is how fast its available as time approaches infinity. Operation availability is measuring all sources of downtime for example logistical and administration. Operational availability is what the customers experience, it based on what the system is doing and cannot be accurately measured by the manufacture. “Maintainability is the parameter concerned with how the system in use can be restored after a failure, while also considering concepts like preventive maintenance and Built-In-Test (BIT), required maintainer skill level, and support equipment. When dealing with the availability requirement, the maintainability requirement must also be invoked because some level of repair and restoration to a mission-capable state must be included. Clearly, logistics and logistic support strategies are also closely related and are dependent variables at play in the availability requirement. This takes the form of sparing strategies, maintainer training, maintenance manuals, and identification of required support equipment” (“Reliability, Availability, and Maintainability,” 2017). DOD defines “maintainability is the ability of an item to be retained in, or restored to, a specified condition when maintenance is performed by personnel having specified skill levels, using prescribed procedures and resources, at each prescribed level of maintenance and repair” (DOD Guide for Achieving Reliability, Availability, and Maintainability, 2005, p. 1-1). System maintainability includes faults, degree of technical skill, how long to remove and replace parts, and what manuals or documents are needed to perform the maintenance. Failures provide an opportunity to improve the systems reliability is also provides the ability to improve the systems maintainability. There are different parameters to measure maintainability, such as mean time to repair (MTTR) max time to repair (Mmax) and maintenance ratio (MR). It is also a about finding failures in the system, diagnostics are in important and are measured in built in test effectiveness, fault detection, isolation and false alarm rates. Maintainability is concerned with economical and how easy it is to maintain the system, which relies heavily on the human factor. There are many factors affect RAM, such as level of training, system design, environmental, handling and storage, availability of material to repair, and tools needed. In order to reach a desired level or RAM all of these factors must be taken into consideration during the acquisition phase. RAM is important for many reasons, it effects readiness, mission success, cost and logisticians. “Readiness is the state of preparedness of forces or weapon system or systems to meet a mission, based on adequate and trained personnel, material condition, supplies/reserves of support system and ammunition, numbers of units available, etc.” (DOD Guide for Achieving Reliability, Availability, and Maintainability, 2005, p. 1-2). Poor RAM causes readiness to fall and could cause significant increase in cost to achieve the desired level of RAM. Effectively diagnosing the system assures readiness. If equipment is not maintained adequately it will jeopardize the mission success. The ability to complete a mission successfully is directly affected by the equipment availability and how well it is maintained. Cost captures the cost of design, development, life cycle, and maintenance. If the system is easy to maintain and has a long life the cost will be lower. The number of personnel and material that is needed to operate and maintain the system is critical. Improved RAM decreases the number of personnel and materials needed to support the system. There are many steps to achieving a satisfactory RAM the DOD has identified 4 key steps to achieving it. Step one, understand and communicate users needs and constraints. Step two, design and redesign. Step three, produce reliable and maintainable systems. Step four, monitor field performance. “The first priority in an acquisition program is to thoroughly understand what the customer needs and expects” (DOD Guide for Achieving Reliability, Availability, and Maintainability, 2005, p. 1-7). It is important to have the correct system design if a failure is identified redesign is needed. Producing a reliable system is important to meet mission and operational commitments, to achieve this level of RAM testing and quality assurance must be performed. Monitoring field performance is needed to achieve and sustain RAM. During this step the collection, analysis and maintenance of data identifies RAM problems as they emerge. RAM is achieved through a collaboration of people, and organizations that have clear ideas and goals who are armed with the right information, adequate resources, effective tools and management activities. RAM is designed to impact the Life Cycle Costs and impact the ability to perform missions and mission success. RAM impacts profits through downtime and maintenance.
