Any working in healthcare has heard the words “Joint Commission.” It can result in a major panic among staff and management. It means that it is time for the review by this well-known accrediting body. Accreditation in healthcare means a process by which a professional agency grants recognition based upon a demonstrated ability to meet predetermined criteria for established standards (Accreditation, n.d.). When an organization is scheduled for one of these reviews, there is a scurry of activity to check and double-check that we are following the established standards. However, over the past few years, Joint Commission has come under fire for some of its practices and ability to objectively rate organizations. Many feel that it is no longer able to fairly assess organizations. In fact, some organizations are considering if it is necessary to seek or keep this seal of approval. According to one author, hospital leaders have kicked around the idea of foregoing Joint Commission accreditation for some time now but haven’t take the step to actually do it (Should you tell, 1998). There are many factors to consider. After all, despite its issues, the Joint Commission does provide a valuable service through its inspections and standard.

Castro Street refers not to the famous gay area of San Francisco, but to an industrial oil field he worked in Richmond, California. The resulting films subvert binaries such as nature/technology and male/female, birthing a sense of fusion and coherence from contrasting movements, imagery, and color. The abstraction of Baillie’s experimental films means that these ideas of balance, gender, technology etc. are not explicitly articulated at any point during the films, and one could argue that such complex conclusions from simple images can not be justified. Such is the challenge of many avant-garde films. Alan Williams articulates the logic of building these conclusions from pure form, explaining that, “There is a certain sort of structuralist criticism which pretends to totally evacuate the viewer from the study of film. Such an operation is, to my way of thinking, illusory. To pretend that in film the spectator is wholly passive is sheer nonsense… The film needs the spectator, and the spectator’s function is to create coherence from it.” (Williams, 29) Writers such as Ekin Pinar, Lucy Fischer, Alan Williams and myself still differentiate on the extent to which Baillie relies or subverts binaries. Expectations are also stymied by Castro Street and To Parsifal. Central to every journey, and the purpose of the trains and boats that form the majority of the images in Castro Street and To Parsifal, is movement, which is transformative for the hero, and what allows films to exist as an artform. In Castro Street directional opposition of movement through superimposition of trains traveling towards each other contributes to the formal innovation of the film. Rather than crashing juxtaposition, the symmetry of the train’s pace and movement seem to cancel each other out and create stasis. Similarly, in To Parsifal, based off an Arthurian quest myth for the holy grail, patterns cancel eachother out instead of progressing forward in the expected linear way. In the first section before the black ledger, the shots repeat in an ABA pattern, from the sea to the land and then back to the sea again. Without a clear beginning or destination, the films are able to exist in an everlasting, mythic mode even while documenting real locations and locomotives.
